Madhya Pradesh has enacted the "MP Prohibition of Ragging Act, 2019," becoming the eighth state in India to implement an anti-ragging law. Prepared by the MP State Law Commission under Justice Ved Prakash (Retd), the legislation aims to combat the serious issue of ragging in educational institutions. It recognizes ragging as a grave crime and seeks to create a safer environment for students through strict penalties for offenders and preventive measures in schools and colleges. This initiative reflects a commitment to protecting students' rights and promoting a culture of respect.

What is Ragging?

Any Act Resulting in:

  • Mental Abuse: Involves psychological harm, manipulation, or emotional distress inflicted on an individual.
  • Physical Abuse: Refers to the use of physical force that results in injury or harm.
  • Verbal Abuse: This includes the use of words to cause harm, such as insults, threats, or derogatory comments, which can lead to emotional distress.
  • Indecent Behaviour: Actions that are considered inappropriate or offensive, often violating social norms or legal standards, particularly in public or professional settings.

  • Criminal Intimidation: Threatening someone to instill fear or coerce them into action.
  • Wrongful Restraint: Illegally restricting someone's freedom of movement.

A student found engaging in ragging may face severe consequences, including:
  • Expulsion from the Institution: Immediate removal from the educational institution.
  • Debarment from Examinations: Ineligibility to sit for exams, affecting academic progress.
  • Denial of Admission to Other Institutions: Difficulty in gaining admission to other educational establishments.
  • Criminal Prosecution: Legal action taken against the student for their involvement in ragging.
  • Filing of FIR: The institution may file a First Information Report (FIR) with local police against those involved in ragging or abetting it.
